    Abstract

Broadband Wireless Access or the more commonly known by the BWA is a ribbon access wireless access technology that can offer data access / high speed internet and capable of providing services anytime and anywhere. To overcome the constraints on data transmission due to the influence of rainfall it is necessary to design an adaptive power control of a relay station. Power control method which serves as the transmission of power management from the transmitter used in conjunction with adaptive modulation to overcome the effects of pathloss and slow fading. With adaptive modulation can accommodate fluctuating channel conditions without adversely affecting other users of the system. Furthermore, this study by measuring rainfall in the campus environment PENS-ITS. While the wind speed data obtained from the Meteorology and Geophysics Juanda in Surabaya. Rainfall data and wind speed were used to calculate the rain attenuation using the SST method. From the damping value, it can be calculated to determine the outage probability value at each rain event to determine the limits thresshold modulation BER 10-3 and 10-6 oriented in the direction of multilink with 1-5 km long path. BER tresshold smaller modulation with power amplification. Outage probability of rain attenuation at frequencies of 30 GHz, horizontal polarization, 4 QAM 3 km on the link, can be seen that the probability SNRk less than 9.8 dB (SNR tresshold value on MQAM modulation) for power amplification step is 0.5 dB, 1 dB, 1.5 dB in order to have the value of 2.913%, 2.00%, 1.778%, while for non-adaptive without reinforcement is 3.6307%.. Keywords : BWA (Broadband Wireless Access), SST (Synthetic Storm Technique), rain attenuation, and power control.
